The main pathway

If you stay insured through the health system of North Macedonia (as a family member of an insured parent, or on your own basis), you can use the bilateral healthcare agreement between the two countries instead of buying full commercial insurance. There are two sides to the process: you get the RM/SI 3 form in Macedonia, then convert it into a Slovenian certificate at ZZZS.

In Macedonia: get the RM/SI 3 form

Before you leave, request the two-language RM/SI 3 form from the Health Insurance Fund of North Macedonia (FZOM) branch where you or your parent are insured. It confirms that you keep entitlement to healthcare while abroad for study. Bring your proof of insurance and, if asked, proof of enrolment. Ask what validity period the form will carry and whether it can be renewed from abroad, because you will need to repeat this each year.

In Slovenia: convert it at ZZZS

  • Take the original RM/SI 3 to the ZZZS regional unit that covers your address.
  • ZZZS registers your entitlement under the bilateral agreement.
  • ZZZS issues you the certificate of the right to healthcare services for a foreign insured person (Potrdilo MedZZ), which is the document you actually use.
  • Use that certificate with public or contracted healthcare providers according to the bilateral entitlement.
  • Watch the validity date and renew the RM/SI 3 and certificate each year, in step with your enrolment and residence permit.

What the coverage means

Official Slovenian guidance describes this route as access to emergency healthcare under the bilateral arrangement.

Do not present it as unlimited full coverage for every planned service, private provider, dental procedure, medication, or specialist treatment.

Before leaving Macedonia

Ask the competent Macedonian health-insurance office:

  • Am I eligible based on my current insurance status?
  • Which application and evidence are required?
  • Is current student or family-insurance evidence needed?
  • What validity period will be issued?
  • What happens if I turn a certain age or lose dependent status?
  • Can the form be renewed from abroad?
  • Which branch is competent?
  • Do I need proof of enrolment or admission?

Additional insurance

Consider separate travel or private insurance for:

  • Period before bilateral registration is completed
  • Repatriation
  • Private treatment
  • Broader dental coverage
  • Travel outside Slovenia
  • Services not covered by the bilateral arrangement

Read exclusions and do not purchase only based on price.

Bridge the period before registration is complete

A student may need temporary travel or private coverage for the period before RM/SI 3 is issued, submitted to ZZZS, and converted into Potrdilo MedZZ. Check exclusions for chronic conditions, private treatment, repatriation, dental care, and travel outside Slovenia.
